A practical guide to the EU General Product Safety Regulation
The General Product Safety Regulation (EU) 2023/988, known as GPSR, came into force across the European Union on 13 December 2024. It replaces the older General Product Safety Directive and significantly raises the bar for how non-food consumer products must be manufactured, documented, and sold — both in physical stores and online, including on marketplaces like Amazon.
GPSR applies to almost every consumer product sold in the EU that isn't already covered by more specific product legislation. This includes cosmetics, household goods, electronics accessories, toys, and general merchandise. It applies to:
One of the biggest changes under GPSR is the requirement for every product to have an identifiable "Responsible Person" established within the EU. This is a person or company who can be contacted regarding product safety, and whose name, address, and email must appear on the product or its packaging.
Marketplaces such as Amazon actively enforce GPSR compliance and can suspend listings that lack a valid Responsible Person or safety documentation. For sellers sourcing products for the EU market, working with a supplier who already understands and manages GPSR requirements significantly reduces the risk of listing takedowns or customs issues.
